Past: A Benchmark of Changsha’s Grain and Oil Industry and an Abandoned Old Factory (1956–2017)
Established in 1956, the Changsha Oil Plant is located at the center of Yuhua District, Changsha. As one of the first large-scale grain and oil processing plants in Changsha after the founding of the People’s Republic of China, it was an important food oil production base in Central and Southern China, and the site that witnessed the rapid advancement of Changsha’s grain and oil industry from manual workshop to mass production. The factory preserves an entire industrial texture of red brick production workshops, massive oil storage tanks, grain and oil transmission corridors, old office buildings and smokestacks, with clear signs of the architectural style during the planned economy era. During its operational years, the factory was an important part of the memory of the grain and oil life of Changsha citizens and served as important physical evidence of the modern industrial development of Changsha.
However, since the late 1990s, with the transition of the market economy and the readjustment of the grain and oil industrial structure, the traditional oil processing industry gradually shifted out. The production scale of Changsha Oil Plant decreased continuously, old production equipment began to be scrapped, and the factory finally ceased operation after 2010. Since then, the plant has remained unutilized and disused for a considerable amount of time, with crumbling and discolored red-brick walls, rusty and damaged production facilities, and a messy interior. Although this abandoned plant possesses limited amounts of urban core land and industrial heritage resources, it rapidly developed into an “industrial rust belt” in the city, with outdated infrastructure and obvious potential safety risks. Therefore, it urgently needed to undergo rebirth through revitalization and transformation to become a key old industrial heritage area in Changsha’s urban renewal.
Present: A Revitalized Cultural and Creative Consumption Complex of Industrial Heritage (2018–Present)
In 2018, the revitalization and transformation project of Changsha Oil Plant was initiated formally, with local companies leading the project, and with governmental departments supervising all phases of the project. Based on the industrial characteristics of the factory, the project adhered to the bottom line of protecting historical heritage, rejected total demolition and reconstruction, and implemented precise renovation and reinforcement of the core industrial components of the factory, such as the original production workshops, oil storage tanks, transmission corridors and red-brick buildings. In addition to preserving the original red-brick walls, old machinery parts, industrial slogans and other imprints of the era, the interior space of the factory was renovated, fire pipes were improved, lighting landscapes were optimized, and public support facilities were upgraded, so that the old industrial buildings could meet the requirements of modern cultural and creative, commercial and office uses.
After completion, the factory was officially named Changsha Oil Plant Creative Park and was opened to the public in stages. The park preserved the original industrial layout and architectural features, converting the original production workshops into cultural and creative studios, independent designer shops, art exhibition halls and theater spaces; the massive oil storage tanks were converted into unique check-in locations and leisure bars; the empty open spaces were converted into industrial-style squares, cultural and creative markets and outdoor performance areas. The park introduced various formats of consumption, such as trendy dining, boutique coffee, cultural and creative retail, intangible cultural heritage handicrafts and immersive experiences. At the same time, while maintaining a strong industrial retro atmosphere, the park met the consumption demands of young consumer groups, and quickly became an internet-famous location and a cultural and creative industry cluster in Changsha. The park restored the industrial resources that had been idle for many years, promoted the upgrade of business forms and vitality of the surrounding areas, and achieved a win-win result of industrial heritage protection, urban development and commercial operation.
Historical and Modern Significance
Changsha Oil Plant is a representation of the historical developments of Changsha’s grain and oil industry, keeping the urban memory and industrial feel of old Changsha. Renewing this plant represents a high-quality practice of the revitalization and use of industrial heritage in Changsha, and solved the industrial problems of “disparity between preservation and development and lack of vitality” in old industrial factories. With the idea of “light transformation, heavy revitalization for strong operations,” the project created a balance of authentic preservation of industrial heritage and incorporating modern needs, a great example for the revitalization of local industrial heritage. Not only does it protect the industrial context of Changsha’s urban landscape, but it also infuses modernity and trendiness into the city, and can set practical examples for renewing similar abandoned industrial factories and production bases in Changsha and across the entire country.
